- Prepare filling: Heat ghee, add coconut and jaggery. Stir until mixture thickens. Add cardamom and let cool.
- Make dough: Boil water with ghee and salt. Add rice flour gradually, mix, and cover for 5 mins. Knead into smooth dough.
- Shape modaks: Take small dough balls, flatten into cups, stuff with coconut mixture, and shape into modaks.
- Steam: Place modaks in steamer for 10–12 mins until glossy.
